"Such officers on the other hand as now receive an increase of less. than 14 per cent, to their present emoluments will continue to be entitled to the 4s. 2d. rate of exchange for leave salaries and pensions so long as they hold their present appointments on the same salaries."

"I would observe however that the increase now sanctioned of 35 or 20 per cent, on the 1875 standard is to be understood to be an increase of gross emoluments as compared with the gross emoluments received in that year."
